This is a Salicornia virginica in the Fall.
During the summer it can be found entirely green.

Extensive colonies in middle zone of coastal salt marshes
Erect or spreading growth, 8-25 inches tall
Leaves reduced to succulent joints
Flower-bearing scales; blooms April-September
Found in estuaries marshes along the found California Coast
